Outstanding informative article that explains many sides of the problem, as well as why the solution seems so elusive. I say "seems" because one important option hindering a real solution is left out..... politics.
I believe the political climate that's dominated Vermont the last 30 years or so has weakened the state and put us in a hole. Climbing out is going to be tough and the strength and moral conviction needed to "take back Vermont" is sadly missing in much of Vermont's legislative authority. In all fairness, Vermont voters own a piece of this too.....BUT that can change.
