The framing of this as either lower fees for merchants or eliminating rewards for consumers misses something crucial. I've seen similar payment network disruptions in other markets and the transition period is never clean. Dimon's challenge to run a state test is actually smarter than it sounds, even if he meant it sarcasticly, since we don't have great data on whether merchants would actually pass savings through given how sticky pricing tends to be once established.
