Raffle: a means of raising money by selling numbered tickets, one or some of which are subsequently drawn at random, the holder or holders of such tickets winning a prize.
That definition doesn't say anything about the prize being the opportunity to spend more money after you win.

According to the Vermont Department of Liquor and Lottery:
The 802Spirits Rare Spirits Raffle kicks off on Friday, November 25 with 1,000 bottles of highly allocated and hard-to-find spirits available for purchase at retail price.
Hard to find, but not necessarily worth the purchase price.
The Rare Spirits Raffle and Sweepstakes provide equitable opportunities for consumers and on-premise licensees, such as bars and restaurants, to purchase rare spirit brands that are not available in 802Spirits stores due to low allocation to Vermont from the suppliers. There is a $5 entry fee for each raffle and people can enter as many times as they wish. The proceeds from the raffle are deposited to the General Fund, which benefits Vermont communities.
You read it right - you can buy as many tickets as you want. Or, you can take the money from those 10 tickets you were going to buy and get your loved one an actual bottle of spirits.
The raffle allows winners to purchase one of twenty-five highly sought-after brands at retail price. This year’s list of rare spirits in the raffle includes Elijah Craig, Pappy Van Winkle, Old Fitzgerald, Elmer T. Lee, and other coveted brands. A full list is available at 802Spirits.com/Raffle.]
Don't miss the opportunity to buy that $6,000 bottle of Scotch that comes with a set of glasses, which you will need after spending six grand on the booze.
The entry period will begin at midnight November 25 and end at 11:59pm on December 9. Each winner will designate their preferred 802Spirits store for pick-up. The raffle timeline is designed to ensure that bottles are available for winners to purchase before the winter holiday season. Full details and guidelines are available at 802Spirits.com/Raffle.

Dear Sweetie, I spent $200 for a chance to spend another $200 to buy you a bottle of bourbon, but I lost. As they say, it's the thought that counts...
